Should I take the free card here or bet the draw. If I bet here I am prob getting called. So I would basically be charging myself to draw here? Based on the action though I believe I have a better 4 card hand than either of my opponents and am I pretty live.

Seat 2 is weird... if he could just be superpassive you might not be ahead by much if at all.

You're balancing a moderately thin value bet, or a chance to pick up a tiny pot if they both have pairs, against a very large amount of deception for Razz. I think I like a checkthrough in hopes you improve and can extract a bet or two later. If the pot were larger it would be an easy bet.
