I looked through the handicap section at www.usga.org but didn't come up with a percentage. We have several meetings this winter and I'll try to remember to ask.
I'll bet the number is higher than most people think. Ironman Dave

According to this site only 22% can break 90. I have seen other sites claim only 5% of golfers can regularly break 100, so it probably depends on who you consider a golfer, and what you consider regularly breaking the number. Your original question was pretty vague, do you mean players who have ever broken 80, or players who could do it once a year, or once every 5 rounds, or more than half the time?
