English:
Check out Blackalicious dude; start with Blazing Arrows, imo this is the best album. Most my friends who like ATCQ love Blackalicious; I do too.

Other language:
If you haven't already, check out Mc Solaar; french, his flow is pretty good. Also along these lines is IAM which is harder; try the tracks "Solaar Pleure" by Mc Solaar or "Tiens" by IAM for a taste.

Recommend me some other language stuff; I'd never even heard of Arabic rap.

German: Hip hop / rap is huge in germany, some big names are Kool Savas and Samy Deluxe; I like both these artists. Deluxe is more meaningful lyrics (kind of like a Nas).

Aceyalone--"A Book of Human Language"

are all great albums.

I think old Atmosphere stuff is really good ("Overcast","Lucy Ford LP" and some of the Sad Clown Bad Dub mix tapes), but it has a decidely different flavor than the other stuff I've recommended (and the stuff you've s aid you like).

I would be somewhat hesitant at getting the MF Doom and Aesop Rock albums people have recommended. I think they have a weird sound that not everyone will like (get "Labor Days" if you're going to get Aesop Rock though. I don't think Bazooka Tooth is very good at all compared to Labor Days)

Ill throw out some of my own I guess.

Spanish rap - Orishas is Cuban and pretty popular. I think they are very good. Aterciopelados is more hip hop than rap, but also good.

French - MC Solaar is pretty famous, I dont really like him but he has some cool stuff.

Islamic hip hop is actually really popular, maybe more than any other form besides American. I dont know much about it, and was hoping to learn more.

A famous freestyler, Eyedea, also has some really great stuff. He has a few albums, but one that really stands out and I think is amazing is called The Many Faces of Oliver Hart.

Wu Tang in my opinion has created more good rap/hip hop music than anybody, I really like most of it. Other not so famous groups I like : Camp Lo (song Luchini is famous and amazing), Big L, Gangstarr, Geto Boys, Domino, Big Daddy Kane, Pharoahe Monch, Pete Rock and CL Smooth. Some of these are pretty popular or at least were, but are some of the best in my opinion and are never mentioned as such.

Also, to defend my Biggie over Tupac claim, the Song Suicidal Thoughts, the last track on Ready to Die, is the best rap song ever to me. Very powerful. The Message is also up there. Tupac is just a big fake in my opinion, never getting in trouble till he gets famous. Not cool.
