No. Hand ranges for him calling $100 and betting $100 are entirely different.

I actually prefer the bet here, for a few reasons.

a) If villain is drawing, we usually have the best hand, so we get value.
b) We have a buttload of outs, so we can't usually c/f the turn, and since he's passive, he's unlikely to raise.
c) Builds the pot for a nice thick value bet when we get there.
d) Sometimes we'll fold out an underpair.

i think you should fold on the river here. If he had a lone Q, he's not betting here. Seems like he's begging for your money with that river bet. Even getting these odds, it seems like hero isnt' good here 1/3.5 times.
edit: esp. against stupid opponents who love these small value bets.

I don't see him calling with a hand we beat, ever. I can see him trying to bluff us off an ace though. I check, and probably fold to this undersized bet, but I could see calling.
