Seems like an odd way to play any hand for him really. With the bounty I call for sure, and perhaps the fact that everyone calls him since there is a bounty is why he makes that bet. Maybe he has a set and expects anyone with a lone club to call.

Yes it makes a difference in equity by giving you more. Therefore it is a call. With the bounty there is more reason to call. Seems pretty simple.
