Why would you rather push it in on the turn when you are a 3-1 dog, rather than on the flop when you are most likey a slight favorite? This only allows him to get away if you hit on the turn. You would need a substantial increase in fold equity from the flop to the turn to make this more +EV, wouldn't you?
