[censored] consequences, consequences are lame. Forums have a built-in mechanism to keep [censored] threads from staying too long on the front page, so I don't think you need to be banning anyone or giving *s or %s or whatever; that [censored] is weak.
The wardrobe/desktop background threads are annoying but hopefully they won't stay too long. You could move bad threads but the problem with that is that if they are bad, they will fade away, but if there is bbvpotential then they will rise like some sort of... bread or... sun?

So really it's not a shame at all.
