Default Top pair against a short stack

No Limit Holdem Ring game
Blinds: $1/$2

UTG is 60/8/1.5 over 50 hands and is loose preflop

UTG has $71, and only ~$20 left after he makes the flop raise. Does his stacks size make a difference in this situation, this a fold or a push?

I think you need to fold. I think any non monster hand would just go all in with such a short stack.
