Default definition of \"holla\"

I see this term used a lot here. I guess it's meant to be a form of "holler". And it always seems to be used towards the end of a sentence. But what exactly does it mean? Does its use implicitly ask for agreement?

Like:

5. holla 321 up, 252 down

Used by certain dark skinned people of African descent as well as obscenely annoying light skinned people descended from northern New Jersey. Replaces punctuation in a sentence.
A comma is used to separate parts of a sentence nigga holla but a period comes at the end of one bitch HOLLAAA

It's just a shout out. I didn't know it was ebonics, I thought it was Scots-Irish. But whatever. Don't read too much into it. It's just social noise really.
