Usually problems like this posted in OOT are obvious, this is extremely difficult.
if it were me, I think I would hang out with Sam but keep him at a distance. You know he can't be counted on. If Joe asked me to not hang out with Sam, I would probably comply.

Never. I have never truly forgiven any douch-baggery. I sometimes repress it (and think I am over it) but It comes back at inopportune times. You will never fully trust "Sam". Hard to have a strong relationship with someone who has a history of scummy behavior. Burn the relationship now and let him know why, so he doesn't screw someone else's day up. LLL
