I'm not sure if it is the cheapest, but I've been staying at the Casino Royale. You won't find much cheaper than that. Also check out Imperial Palace and Barbary Coast.
And if you want to stay more up north on the strip, you've got a few cheaper places up there. |

Others have mentioned Casino Royale and IP, but for a strictly sleeping situation, he might want to consider the Budget Inn/Best Western located slightly off strip or any of the dive properties accross the freeway. Cheap, and easy walking distance. |

Just hit hotels.com or any other such site. Go past the downtown dumps (El Cortez, Gold Spike) and the hotels in Primm (Whiskey Pete's, Buffalo Bill's). When you come to a strip property, you've found it...that's the cheapest strip hotel for those nights ('cept Casino Royale isn't on hotels.com).
This very instant I checked out Dec 18 to 20 (cheapest time of year to visit Vegas). Stratosphere is $30/night. Circus is $32. IP and Sahara are $38. Trop is $40. Excal is $42. Frontier $44. And Palace Station which is just a mile off the strip is $22/night. At the other end, Wynn, Bellagio, and Signature at MGM are $179. Now switch to Dec 29 to Jan 2--among the most expensive nights of the year. Circus is $149. Sahara $169. IP and Excal are $200. Riviera $218. If you're curious who's at the top, Wynn is $524, Bellagio $514, Caesars $441. |

Way cleaner and more comfortable than when I stayed at Imperial Palace. |

Stay somewhere before you knock it. |

If transportation is not a problem, I would not hesitate. If you're taking cabs, the savings wll be eaten up. |
