Tax Grab

Prob exlains things better, corp tax plus the extra income Tax and NI for the government part of the reason for it.

With the US pullout I am unsure if anyone will relocate to the UK.

I am pretty certain some will relocate to the UK (not those accepting US players). The link you give does help show how difficult this sort of international cooperation is as Antigua and Gibraltar know the UK want to steal their businesses, the UK seem to be playing for time over the WTO as they can't come to the UK until Sep 07. The driver will be that those not registered in the UK will not be allowed to advertise in the UK (plus the respectability of signing up to corporate taxes and tough regulation).

Having the EU and the offshore havens sign up to common rules will be a big step in undermining the US position. This and the WTO are the best outs available for changing the US prohibition stance.
