The excel thing sounds cool, other than that I'd say matlab would be most suited if you wanted to build one from the ground up.

Twodimes have the source code for there engine on open source but you have to use c which is a pain, I only managed to compile it and get my program to access the .exe file, but it is a fast as lightening.

As far as a language to learn goes, VB is probably the easiest, but also the most 'lazy' language, the skills wont transfer to well into other languages, c# and java on the other hand are probably the best languages to learn to program properly and arnt really that much harder to learn.

Someone really should write a poker sim library that you can just plug in a strategy to test, this would save soo much time.
