I'd attribute it, at least in part, to the fact that the better teachers living in NYC and the surrounding areas, are tending to seek and are hired for better-paying jobs in CT, NJ, and Long Island. It's what a lot of NYC cops try to do after being on the force for a few years.
And the teachers still in the city are likely not being held to high enough standards.
