Doing Research Paper on Bill... any ideas would be helpful

Since my professor is a huge poker fan, I feel that I have a captive audience to talk about what is happening. The part I am stuck on is how to approach this topic.

Points i'm thinking of are the following:
1)Poker as a game of skill.
2)Bill trying to preach to religious moral ultra-conservatives
3)Comparison of this bill to the Prohibition.
4)Regulation vs Banning.

The problem I can see with this is having trouble focusing on certain topics during this paper. If anybody has any sugggestions for topics, or ideas for focusing please help me out here.
