Calling $3 for set value here seems fine. C/f non 5, non straight draw flops absent reads.

I don't agree. In order to stack someone, we need to hit our hand at the same time that they have a made hand, which opponent may not have. I would think against a shorty like the opponent Hero needs to reraise or fold PF.
