they aren't really making fun of Steve Irwin per se. the "joke" is that people we generally think of as "good" - e.g., Gandhi - are always seen in hell. the real target of the joke is anyone who believes in hell, and specifically those who admire people like Steve Irwin, Gandhi, George Burns, etc. - but on the other hand subscribe to a belief system that holds that some or all of those people will burn in hell for eternity.
that's way too much analysis, though. the bottom line is that it's funny.

This episode is funnier the second time you watch it. There are some great one liners and subtle jokes.
The Irwin joke was standard - the kicking him out for no costume was BIMO.
