I don't think that a passive opponent, which his opponent appears to be, is going to raise if he has 23 and two diamonds on the flop. They only get excited when they have a made hand. Thats why I think he would have raised it up with a set of aces on the flop, but just called with a drawing hand.

If I were holding 23 and two diamonds, even if it was 23 of diamonds, I'd just let the guy betting do it for me, especially in a three way pot because there is a decent chance that if I make my tiny flush along with my low that I will scoop. Why raise on the flop, when you can wait till the bet size doubles on the turn. I'll let the other guy do the driving until my hand is better defined on the turn. If I make either my low or flush then I'll raise it up, knowing I probably have half won and have a decent chance to scoop.
