Well an unknown is likely to continue when you check to him so the only reason you're calling the raise is to hit a set if you're not gonna make a move at this flop. So yeah I think it's pretty weak.

Villian's point of view -
Reraise preflop to isolate.
After you check I'd bet this with any two (and my AK might be best!)

Back to your decision, was your plan to definitely c/f if you didn't spike your set? If so, your $10 call had 7:1-ish implied odds given your stack size but you were 8:1 dog on flopping the set. So I think if you're that convinced the $15 pop is AA or KK you should have folded preflop, not post.

I think leading the flop would be good here. If dude's not a real freak, the only thing you're beating is 10s and A-K....
