Pretty sure he is saying there is never rhyme or reason to plays at this level. Or at least very rarely.
Impossible to read collusion into that hand.

Most likely not collusion but I got accused of this kind of stuff about 8 months ago for just donking around at limits like this min-raising crap all the time but when someone would put me all in and I had nothing I would not want to just give em free money. My account was frozen for 8 days while they investigated and I learned my lesson.

Why should somebody bother about collusion on these levels? Perhaps they practiced collusion for higher levels.
