The New Bill makes Satelites illegal?

I heard on this week's ESPN Poker Edge podcast that the WSOP will not accept 3rd party registrations in 2007. If there are online satelites, they will have to award cash and it is up to the player to register themselves. Numbers will likely drop since I would assume that many players will take the $12,000 packages (entry + hotel) that are awarded and keep the cash.
