Villain seems pretty donkish and weak. Thoughts?

what does the term "donkish and weak" mean to you? If you had described villain as a "LAG" or a "maniac" I MIGHT be able to find some support of this call. As is is, you seem to have called with just top pair, on a paired, straight board. For a quarter of your chips. when all you can beat is a bluff.

So, yeah. I dont like it.

Are you SURE he's bluffing?? Any strong read??

I would need a really strong read (i.e. perpetual bluffer) to attempt this pick off.

Anyways, why complete this pre-flop? Heads-up it might be playable, but I'd usually pass. The entire situation which is almost certainly -EV could have been avoided if you gave up your $1.

way way way too thin without superb read (either timing tell or bluff machine). i dislike this very much.

Well he's saying the turn improved his hand.. maybe he made 2 pair.. maybe he made the straight.. he's also betting the river, which could mean he wanted to keep bluffing.. or he does have the straight and since you have played pretty weak he's not really worried about you having a boat, or he could actually have the boat himself.

Your flop bet, then check on the turn kinda signifies you're drawing though, so he could be bluffing.. but can he beat top pair, that's the question.

I'd be hard pressed to call him with AA here.. and all you have is top pair with a king kicker.
