Seriously, we have already gotten very lucky that he is apparently waiting until the 13th. A few extra days to play and a delay in starting the 270-day clock is far more than we should have expected from this President.

Considering the "Office of the President's" statement on HR4411 earlier in the year... I would put the chance of Bush vetoing the Port Security bill because it includes i-gambling enforcement mechanisms to be exactly ZERO.

Wrong. It's less than zero. Anybody who thinks that Antigua, or any other country for that matter, is going to have any effect whatsoever on this legislation is really grasping at straws.

I envision 1 of 2 scenarios:

1) U.S. will force everyone else to stfu and there will be no action via WTO;

2) U.S. will lose such a feeble/narrow ruling we'll just ignore it and no one will be incensed because it's a feeble/narrow ruling.

Either way, the amount of fire/brimstone Antigua/WTO, et. al., can generate with this specific issue wouldn't be enough to relight your pipe.

The WTO has no power to repeal a US law. I think all the WTO can do is authorize Antigua to retaliate with trade sanctions. Any trade sanctions by Antigua will hurt them more than they hurt the USA. Right now, no other country can retaliate for the US's violation of WTO. Other countries (like the UK or EU) can bring the same allegations and presumably will be able to retaliate, but not until a case is brought, heard, appealed, and affirmed (which would take years).

The US faces no threat of immediate harm from the Antigua case and this administration has shown that it doesn't care about international opinion.
