are you looking for the software/hosting costs of doing it yourself, or are you looking to hire someone to do it for you? you can probably get someone local at $25/hr or some romanian student at $3/hr. figure 20-30 hours for initial deployment (it'll take a quarter of that, but if you can't do it yourself, they'll assume you don't know that) and 2-3 hours a week to maintain.

you can probably buy something 'off the shelf' for $100-400 also if you can figure out how to use a unix shell and install it yourself.
