90% chance of law being signed before Jan 07?
A well known sports excange that I use is gambling on if this bill will be signed into law before Jan 07'. I've noticed this is trading between 90-94 with quite a bit of money on both sides. What are people hanging their hats on here? It seems to me there is 0% chance of Bush not signing the port security bill. Am I missing something?
