Let's say Bush, Cheney and Hastert and Ted Stevens (such a shame) all get shot. How far down the chain of succession would we need to go before we get to someone who might not sign this bill? And if Congress hasn't adjourned, the bill becomes law without the President's signature after 10 days. Damn it.

Purely out of idle curiosity of course. [/ QUOTE ] Hehe...well if that happened we'd have President Condi Rice and I think she'd probably sign it. There's your line of Presidential Succession. I think we'd be hard pressed to find someone in that list who wouldn't sign the bill. They might be busy with other more pressing matters, however, if that situation arose.
