I think after 10 days, a bill becomes a law even without the president's signature.

You may be confused on how a pocket veto works. The President's ability to pocket veto a bill is limited to the final adjournment (sine die) of a Congress. Since the 109th Congress has a lame duck session after the election, this is not their final adjournment. Therefore, a pocket veto is not even relevant.

That is correct. And if Congress hasn't adjourned, the bill becomes law without the President's signature after 10 days. Damn it.

Hehe...well if that happened we'd have President Condi Rice and I think she'd probably sign it. There's your line of Presidential Succession. I think we'd be hard pressed to find someone in that list who wouldn't sign the bill. They might be busy with other more pressing matters, however, if that situation arose.
