Funding an account before lockdown

OK, so what's the 2+2 collective wisdom of funding a Stars or Paradise account to beat the legislated lockdown, with the assumption that somehow, some way, the user will be able to withdraw funds after legislation takes effect. Prudent or STOOPID?
