considering the situation i would have played this exactly like you did. actually I would raise less. 400 total. If Igot re-raised for 300 more I would call and take my chances. I have position. The chance you get flat re-raised like that is rare. Obvioulsy if either pushes you fold. This is why raising to 400 is better because if leaves you room to make a correct fold, instead of a inncorrect one.
I don't think I would fold this preflop. Unless of course I got a weird feeling about the game. Like my image is very bad and don't want to be put in a bad spot. for instance if I pushed last hand with garbage and got called by say AK and sucked out. I have chips, but image is not very good.

But we have to steal to maintain, correct? Are there any positions where we can do that with this holding, or are we simply in a waiting game because short stack is immediately to our left?

Sure we have to steal to maintain, but this precise spot just feels wrong to me to do it, I'd rather be stealing by pushing into SB when it's his BB v my SB for instance, on some tables I guess you might not have a choice and have to steal here also yes, but I'm only guessing as the OP didn't provide half of this information.
