If he doesn't know what to get, he would probably not be best served building his own computer.

I recommend buying from dell or someone, getting a core 2 duo processor and 2 gigs of ram. And a nice LCD.

i would recommend more than 1 LCD monitor if you plan on eventually playing more than 4 tables, and want them to be decently sized.

My Four Monitor Poker System

Note that this was put together over a 2 1/2 year period.
I really cut corners on the video cards but they work well for the price.
I don't use this system for anything but Poker and a little surfing.
I usually play 4 tables (1 on each monitor @ 800x600) but it is capable
of running all 4 @ 1600x1200 for 16 table total w/ no overlap.
My old eyes really can't do that for very long..LOL
PokerTracker runs sorta slow but is still very functional.
Personally today I'd swing for a little more CPU and Ram.

Well, my two-year old PC (2.4 GHz with 1 Gb RAM) experiences absolutely no delays when I am playing 4 tables, with PT, a couple of the poker related programs plus mail program and browser. And I do not talk about ICQ/antivirus/firewall stuff in the background...

Playing wise my system does run great.
I was really trying to make the point that you don't really need a high cost system to run multi-tables.
Notice that my 2 dual VGA cards cost less than $80.
Monitors are the biggest cost in my setup but it can be done with smaller cheaper monitors.
I only mentioned PT being sorta slow which is likely due to the size of my database which is pretty huge. That is only while using PT to look at stats..etc. I works great during actual game play.
