Ok, maybe some people would be willing to go to Canada to open a bank account, but the problem is still that the fish won't. It's not going to be profitable to play anymore.

I have my own theory on how to get around it. This bill will not pass without a carve out for horse racing. The WTO has already ruled that if the U.S. allows betting on horse racing via the Internet then they must allow companies in foreign nations to do the same.

So, these poker companies open up a sister company in Costa Rica/Isle of Man/Gibraltar/? that does nothing but horse racing. We make a deposit to these sites from our bank accounts legally. Once the money is out of the U.S. we move it from our horse racing account to our Neteller account and we are back to playing poker.

As long as the ISP's don't block access to the poker sites and the U.S. actually listens to the WTO this could possibly work, right?

Yes, and yes. Assuming quality sites still accept US customers.

But some banks might flag a check from JWE, Inc. located in Antiqua - or wherever. Not sure if check cashing locations would work.

Isn't all the language related to online transactions? Does paper become exempt? What would stop me from writing a check to neteller, and then requesting a check from them? Ahh, whats the point. wait for the wording if it ever develops.
