3 packs, and 2 tickets. Packs are 4 tickets. Tickets are $0.87 if you transfer people money on pokerstars, or $1 + tax if you buy online from Wizards. There is no downside to buying on pokerstars, except you have to transfer first. Never been ripped off by them though.
