Default weak-tight?

I hear the phrase "weak-tight" bantered about but used liberally, could someone enlighten me on what is usually meant here and how to identify it in other players?

in response to OP before this gets into a tufat23 slagfest (yes i added the 23. its important), one thing I consider weaktight is players who take bet/fold lines WAAAY too often. A lot of posters on this forum take this line to 'find out where they are'. well my punk ass just minraises them or reraises 3x on their asses and they just fold.
They take a bet/fold line and so...the bet, get ANY playback and then fold. That's REALLY weak-tight and uber exploitable.

and yes I said minraise. Bet/fold lines make minraise bluffing really cheap and have good % hit rates, and is especially successful when you have a weak-tight image, but in fact its the other guy who is weak-tight. He just doesn't know it
