I always make an effort to report people that are being exceptionally rude. Usually I make more of an effort when they do it to someone else. Like several have already said, the game environment should be as welcoming as possible to make it enjoyable for the newer players. Obviously these people can be very entertaining at times and that is good too. Case by case on whether i report or not, just really depends on what's going on. If it's some [censored] berating another player named #1grandma1962, they are definitely getting reported.

The few times I have reported somehting like this (someone berating fish with bad language) Party have responded quickly.
If the blocked chat last more than 2 days I don't know of course.

You must not play any other mmorpg's other than poker. If you did you would know, not only is racist/hate comments not "unacceptable", they are desired and encouraged by good players.
When I wtfpwn someone in an online game, and then receive hate mail, it is the trophy for a good performance.

Party is hit or miss with caring on this subject. My buddy got so out of hand with his Party chat that he got multiple bans then a month suspension of his account. When he got back on he continued to harass people and Party closed his account for good.
