I think it's close.

You are a slight favorite over KQs / KJs. You have AJ, A9-A3, KK-JJ, 99-33 crushed. You are crushed by AT, A2, AK, TT, 22, and even the possible slowplayed AA.

With no specific read, 17 hands is not enough to know if he's the type to limp/call the stronger hands.

This is a pretty standard fold in a lot of games but a call you just have to make for $11 (getting 1.5:1) in other games.

If you call now you are showing you can't be pushed off your c-bets so people are less likely to play back at you, but in general I don't think that's such a big issue at NL25.

I am more likely to muck if I've been at the table a while and have a decent image, and more likely to call if I'm new at the table to see how it's playing.

On the other hand, I'm probably less likely to play AQo this fast in the first place in full ring against unknowns.
