Miss flop, C-bet, hit on turn...

Villain is pure loose/passive preflop. 80/0 over 75 hands. He's not scared to raise post-flop but he's still pretty bad...
That said I can see an arguement for no C-bet. What do you think?

Ok, so i bet 9 on the turn and he min check-raises me. My bet was smaller than normal, but I didnt want to build a large pot with my hand and 9 is enough for the possible flush draw. Remember, this guy is a total donk, but is his donkness enough to negate the power of a turn check raise? What's your plan now?
