From House of Cards: Francis Urquhart (Ian Richardson). From the BBC website:

Probably the only true challenger to Homer Simpson for modern TV characters... but I think he may have Homer beat.

Nobody has mentioned A. Sipowicz yet, another Milch creation. I've got him in third, followed by A. Fonzarelli.
