the thing about a flop raise is that it could scare him away. In general especially in blind battles like this, we are way ahead at this point. So just call and let him bet out and then hit him for a raise to say 15.

Also his river bet is extreme weakness...generally when somebody puts out the same size river bet as turn bet they arent thinking they are ahead and this can be prime time to steal (if you didnt have an ace)
