My point was it's pretty damn hard to put your opponent on a hand based solely on this action.

for your typical 2/4 opponent - I'd say a set considering he just bet all 3 streets.

Why? If he pushes, that sucks. If he folds, that sucks less, but you still made him fold the worst hand when he possibly would have kept betting. If anything, throw out a block bet on the river (though i hate them with a passion)
