As I understand it, the more general lack of interest in coverting people to Judaism dates from a Roman ban on Jewish proseltysing, although having very littel knowledge of ancient times I may be wrong and would be interested to hear more on the topic.

They do it on purpose. Much like Bush always refering to the leader of Iraq as a misprounced "Saddam", never Saddam Hussein, or President Hussein, just plain Saddam.
Similar if a leader of some a country would start refering to him as "Dubya". Of course, then you would have to have all the press and media picking up on it. Try to find a recent article about Iraq with President Hussein in it, it is always Saddam.

It's going to have to be Muslim Arabs or Persians, condemning terrorists, and squashing the movements. Until then, I believe the only option is to go at choice 1 fullthrottle, and hope that progressiveness eventually wins out.
