if you will be shown a better hand here much of the time then it makes this a clear fold because you cant win a tourney from 0 chips. IMO the times the hero is beat here outweighs any gain from doubling up.

Yes. Though I know of some players will limp it for set value. I think you lose a lot of value limping JJ level 1 and 2

You can limp JJ at the $11s, since people are a bit crazier - Raising is better at higher levels. That's a fold after the flop though.
