Does this ( 128MB ATI Radeon X300 SE HyperMemory PCIe x16 video card )

support dual monitors?

No, this card typically only has one VGA port, unless you get a variant of it. See here for an example.

Are you ordering this in a Dell PC or are you ordering it separately?

I was going to add it to a Dell PC. I may just get the basic card and get one from newegg.

Why does it say "Max monitors supported: 2" but then says "1 24 pin digital DVI, 1 15 pin HD D-Sub (HD-15), 1 RCA"

You have to get another adapter?

You would only get another adapter if you were connecting a second monitor that only had a DVI connection (therefore you would need a VGA -> DVI adapter). This card will support two monitors, but if you want to support two flat panel monitors, each with DVI connections, you'll need to buy a higher-end graphics card. The standard X300s only come with one video connection, and this is already a modified version which is adding a VGA port.

The VGA connection should be fine for the 2nd monitor, even if it is a flat panel, as long as you don't expect to do any high-motion video on that screen. The VGA port just doesn't pass along the information fast enough, especially for 20" flat panels and above. Personally, I would want both flat panels to be connected to DVI ports, but it is simply a matter of how much you are willing to spend on a graphics card. The idea of the X300 is it will get the job done cheaply, but maybe not "in style".
