If they add some drastic changes in the Senate and pass it, it starts over. |

[/ QUOTE ] This is the part I don't understand. Who decides whether it is different enough to merit starting over? I understand that the Senate and House get together to "reconcile" the bills. But if both bills pass in any form whatsoever, this should be no problem. It would make sense if the new reconciled bill has to get revoted on, but since this vote is usually a formality it occurs super-fast by custom, but someone could make a fuss if they really really really wanted to. Is this it? |

I still don't understand why people think the bill will fail in the senate even though it will most likley easily pass in the house.
