You said he's been in every hand. I would still value bet this because there are a lot of random hands he would call with here. He might do it with just ace high or some middle pair.

Why not iso-raise this if you're going to play then? 2 loose passives (I'll assume) limp in and you have a marginal hand that has a good chance of being best right now.
Calling is probably fairly neutral here I'd guess. You're 2nd point reminds a lot of the reasoning that people make when calling 2 or more cold in the blinds with hands like this and that's scarey. |

With the read I think this is a pretty clear value bet. He will call with a lot of worse hands. If he doesn't seem to be very tricky I think you can fold if he raises.

Villian is playing all of his hands. River is an easy value bet against this type of opponent.
