NL question, how much is raising 2-3xBB?

I always assumed when someone said they raised 3xBB, they meant 3xBB on top of the call. For example, if the BB is 10, then raising 3xBB would be a raise of 30, making it 40 total. But it seems like a lot of posts I read on here seem to include the call in the raise. So the previous example for them would be 10, raise 3xBB to make it 30 total. Who's right?

People don't mean raising on top of the call. If you raise 3xbb at 5/10nl you make it 30.
