Depends how strictly you're adhering to the "single setting" rule. If a flashback/cutaway or two is allowed then I would say "Reservoir Dogs". Also, "Saw".

Rear Winndow and My Dinner with Andre are good calls. Anyone remember Lifeboat?
For fun: The Evil Dead. Hell House. The Shining. Horror is often about investing a location with atmosphere, and of course often about haunted houses, so it's a natural for a single setting movie. I was tempted to say Rosemary's Baby, because the apartment building is such a prominent part of the movie, but there are a few scenes outside it, so I dunno how well it qualifieds as a single setting movie. |
