I'm getting confused as to which sites offer rakeback above board, which offer it on a nudge nudge wink wink basis, and which don't offer it at all.

In particular, where do Paradise and Pacific lie along this continuum?

Paradise and Pacific dont offer rakeback period. Not even on the nudge nudge wink wink basis.
