How do you get a party VIP deal?

I'm curious about what it takes to get a VIP offer from party. I got one offering this fall but it was completely useless so I never bothered. But in November and December I played alot completing 6 or 7 bonuses and I did the useless scratch promotion so I´ve never palyed that much at party and still no offer.
