Not excessive. 2 pounds to send a check. Their cashout means are limited though. Check only. Funding as well -- CC or Wire transfer. If your CC from US rejects them, you're SOL.

I used them to sign up with a on a site that didn't allow multiple skin accounts - I used my Neteller account ofr my other account.

It was a pain to set up and to get my limit increased. I had to call their German customer service dept 3-4 times, but hey have done it and I haven't had any problems.
