Hypothetical Neteller response to the $400

I once ran into a negative balance on my PayPal account (due to a charge back) and they didn't immediately take the money out of the attached bank account. They had me go to a screen which was a check off form that gave them permission to debit my bank account. I don't know if they were being overly protective of their position or different rules apply since they are US based.
