Default Bottom set vs good LAG

Villain plays LAG pre flop and pretty darn well post-flop. Stats are 30/18/3
Showdown: 15/54 during this session of 400 hands

He usually plays 31/15/2.33, 20/47, so he's playing a little more aggro today but def not out of hand.

We have no big hands today. No real history.

After his double flat call on flop I figure he has a draw.

Villian could have 2 pair or TPTK...i would call this bet as you already put some decent money in this pot. He could have a set but also looks like 2 pair. Laying down a set is very hard to do unless you have exceptional reads.

This board is way too scary to be trapping with bottom set. Reraise big on the flop and make him make a bad call with a straight or flush draw, TPTK, or whatever. As played easy call on turn.

I don't play this high, but shouldn't this be a 3-bet on the flop? If not, can someone please explain why not?
